
Sommaire: 18 December 2009, Brussels - Declaration by the Presidency on behalf of the EU on the adoption of Security Council resolution 1904 (2009): Threats to international peace and security caused by terrorist acts
The European Union, committed to combat terrorist acts in accordance with the UN Charter and international law including human rights law, welcomes the adoption on 17 December 2009 of Security Council resolution 1904 (2009) and the significant improvements it brings to the sanctions regime against Al-Qaida and the Taliban and associated individuals and entities.
The resolution adopted introduces several new elements relating to the procedures for the listing and delisting of individuals and entities, most notably the introduction of an independent and impartial ombudsperson to look into requests for delisting of such individuals and entities. This should be seen as a significant step forward in the continued efforts of the Security Council to ensure that fair and clear procedures exist for placing individuals and entities on the list created pursuant
to resolution 1267 and for removing them.
These and previously implemented reforms are part of an ongoing process to improve the tool of sanctions. Ensuring procedural guarantees for the individuals and entities involved will strengthen the effectiveness and contribute to the credibility of this and other sanctions regimes.
"The Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro, Serbia, and the EFTA countries Iceland and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Azerbaijan and Georgia align themselves with this declaration.
