Ethiopia: EU Presidency Declaration on freedom of expression

The European Union is concerned about the fact that the private newspaper Addis Neger has closed down and the allegations of harassment and intimidation of journalists.

A free and independent media is a cornerstone of a democratic society. The EU urges the Government of Ethiopia to ensure that allegations of harassment and intimidation against any section of the media are investigated and, if proven, that those responsible are held to account.

The EU welcomes the steps taken to agree a Code of Conduct for the forthcoming elections. The EU urges all parties to respect and promote this Code and the right to freedom of expression enunciated in Ethiopia's Constitution and the International Convention on Civil and Political Rights. Full respect for freedom of expression is a requisite for the legitimacy of democratic elections and, thus, a consideration that will be particularly pressing ahead of the 2010 elections.
