EU Explanation of Position – United Nations 3rd Committee: Guidelines for the Alternative Care of children

Mr/ Madam Chair,

I have the honour to speak on behalf of the European Union.

The European Union views the 20th anniversary of the Convention on the Rights of the Child as an important catalyst for the implementation of this landmark instrument at all levels. The EU therefore welcomes the stated intention of the Guidelines for the Alternative Care of Children to enhance the implementation of the Convention and provisions of other international instruments relevant to children without parental care. In this regard, the EU would like to thank Brazil for taking up and advancing this important issue.

The European Union is strongly committed to the full realization of the rights of the child, and hopes that the guidelines will contribute to this goal by serving as a set of orientations to help inform policy and practice for States and other actors.

Operative paragraph 1 of the resolution uses the term ‘welcomes’ and not ‘adopts’. However, even without a formal adoption of the Guidelines, we welcome them in the hope that their use in practice will lead to real improvements in the protection of the rights of those children living in alternative care.
