Mr Chairperson,
I have the honour to deliver the following explanation of position on the resolution entitled ‘International cooperation against the World Drug Problem’ on behalf of the European Union.
The following countries align themselves with this Explanation of Position: The candidate Countries Turkey, Croatia*, the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro, as well as Ukraine and the Republic of Moldova.
The EU welcomes the adoption of the CND Political Declaration and its Plan of Action.
The European Union welcomed the initial proposal by the main sponsor to the resolution "International cooperation against the world drug problem" to strive for a more streamlined and procedural resolution this year. This was also the EU’s preference.
The negotiation finally resulted in a longer and more comprehensive text. The EU believes that the resolution could have been further elaborated and made more comprehensive. The EU sought in the text a greater emphasis on the demand side, including HIV prevention, treatment, care and support. This explains why not all EU Member States are in a position to co-sponsor the resolution. The Presidency however wishes to thank the main sponsor for constructive informal consultations.

* Croatia and the former Yugoslav Republic of Macedonia continue to be part of the Stabilisation and Association Process.
