
Sommaire: 25 February 2008, Pristina - On 25 February 2008, the European Commission, the United States, and UNMIK launched a Kosovo-wide review to vet and select judges and prosecutors.
Today, a Memorandum of Understanding was signed by the Special Representative of the Secretary-General, Joachim Rücker, the Head of the European Commission Liaison Office, Renzo Daviddi, and the Chief of Mission, the US Office Pristina, Tina Kaidanow to launch the process. The signing was witnessed by Deputy Prime Minister Hajredin Kuçi and the President of the Kosovo Judicial Council, Rexhep Haxhimusa.
The MoU is the basis for the judicial and prosecutorial appointment project, jointly financed by the European Commission with € 5 million and the US State Department with $ 1 million. The project will be implemented by the United Nations Office for Project Services (UNOPS) and will last from 12 up to 18 months.
The overall objective of the project is to contribute to the establishment of an independent and professional judiciary and prosecution service in Kosovo. The project envisages the establishment of an independent judicial and prosecutorial commission within the Kosovo Judicial Council in order to select judges and prosecutors of the highest professional and moral standards. To that end, the project will implement a thorough vetting process to select candidates for appointment as judges and
prosecutors, based on merit, professional qualifications and experience, as well as professional and personal integrity.
On this occasion, Head of the European Commission Liaison Office, Renzo Daviddi said: "The European Union is committed to strengthening the rule of law. This project is a significant step to select candidates of the highest professional and moral standards for Kosovo's judiciary."
Tina Kaidanow, Head of the US Office said: "The United States is committed to helping not only with this project but with a whole series of projects aimed at improving the performance and capabilities of the justice sector in Kosovo. Working together with the Government of Kosovo and our international partners, we can achieve many important things.
"UNMIK welcomes the establishment of the Judicial and Prosecutorial Appointment Project, which should build on Kosovo's considerable achievements related to rule of law," Mr. Rücker said. "Indeed, the establishment of a professional, impartial, independent and multi-ethnic judiciary is a necessary component of a society governed by the rule of law. I am very pleased by the commitment to the judiciary being shown by the institutions present today at this signing ceremony."
