SPEAKING NOTES

Thank you Mr. Chair,

• Portugal will be speaking on behalf of the European Union.

• The EU is very pleased to participate in today's panel discussion on the Dialogue with the Chairpersons of the Functional Commissions, and we would like to start by thanking the speakers for their most helpful and enlightening contributions.

• Achieving the MDG's is not only a moral obligation it is also a political imperative in ensuring a more secure future for all mankind. And in this context, the EU considers that the encouragement of Decent Work is a truly strategic element towards reaching the internationally-agreed development goals and towards the attainment of both social and economic progress and full inclusive and equitable globalization.

• Decent Work is an integral part of the EU Social Agenda in the implementation of a "social Europe" and the EU has established, since May 2006, a set of commitments and strategies for EU policies, namely in the context of Decent Work.

• The reforms adopted by our Heads of State and Government in the 2005 Summit Outcome for the strengthening of the ECOSOC reaffirmed the need for coherence within the UN system.

• In this context, we participated, just a few days ago, in the first Annual Ministerial Review (AMR) and the launching of the Development Cooperation Forum (DCF). It is the expectation of the EU that these newly implemented modalities will reinforce the Council's coordinating role in the economic, social, environmental and related fields.

• We are particularly interested in the strengthening of the dialogue with the wider UN system, and in that regard we welcome increased interaction as well as the integration of all stakeholders, including the organizations of the United Nations, the international financial and trade institutions, the regional organizations, civil society and private sector representatives, into the work of the DCF.

• The EU is firmly of the view that the strengthening of the participation and involvement of these stakeholders in the work of the Council enhances the process of conference follow-up by bringing together the full range of development actors. In what regards the strengthened collaboration between the larger UN family, we look to the Chief Executives Board (CEB) as the foundation for this dialogue.
Having said so, the EU would like to address the panellists the following questions:

1. How can we further improve capacity of partners to identify good practices and successful cases in the field ?

2. In what way are we supposed to develop methodologies for measuring how decent work is affected by trade liberalization and global production and distribution systems at global level, including in export processing zones?
