Statement on behalf of the European Union by Mr. Peter Woeste, Minister Counsellor, Permanent Mission of Germany on the 'Report of the Office of Internal Oversight Services on the audit and investigative reviews of the tsunami relief operations conducted by the United Nations Secretariat, funds and programmes and specialized agencies' at the United Nations General Assembly, 61st Session, Fifth Committee.

Mr. Chairman,

I have the honour to speak on behalf of the European Union. The Candidate Countries Croatia, the Former Yugoslav Republic of Macedonia and Turley, the Country of the Stabilisation and Association Process and potential candidate Serbia as well as the EFTA country Norway, member of the European Economic Area as well as Ukraine, align themselves with this declaration.

Mr. Chairman,

First, let me thank Under-Secretary-General Inga-Britt Ahlenius for her presenta-tion of the report of the Office of Internal Oversight Services on the audit and in-vestigative reviews of the tsunami relief operations conducted by the United Na-tions Secretariat, funds and programmes and specialized agencies (A/61/669).

The European Union would like to thank the OIOS for its efforts to coordinate a consolidated report as requested by the General Assembly in its resolution 60/259 of 8 May 2006. We regret that the OIOS, for various reasons, faced diffi-culties in producing such a report in response to the General Assembly request. On the other hand, we welcome the effective cooperation between the Board of Auditors and the OIOS in order to avoid possible duplications.

We thank the OIOS for the recommendations on its report to strengthen and co-ordinate management, oversight, internal control and risk management of inter-agency activities like the tsunami programmes. The European Union is ready to consider these recommendations carefully, bearing in mind inter alia the respec-tive roles of the United Nation Secretariat, funds and programmes and special-ized agencies and their governing bodies as well as the internal and external oversight entities.

Finally, we note the oversight activities of OIOS with regard to the OCHA and UNHCR offices in Indonesia and the UNHCR office in Sri Lanka and are pleased to learn that most of these recommendations have been implemented by the re-spective bodies.
