Letter from President Barroso to Heads of State and Government
I am writing to you on the urgent and dramatic issue of illegal immigration, which I consider deserves an urgent and strong answer from the whole European Union.
The massive arrival of illegal immigrants to the European Union, mainly to the Spanish, Italian and Maltese coasts, is a European problem and requires a European effort. What is true today for these Member States could happen tomorrow in others. Illegal immigration affects us all.
The Commission plays a key role in coordinating activity in this field. We issued important measures that have provided us with an ambitious agenda, including priority actions to be taken in partnership with Africa and the Mediterranean, in the fields of legal and illegal immigration and integration. This year has seen concrete action being implemented, including joint operations in the Mediterranean under the coordination of the Borders Agency (FRONTEX) and dialogue with key African countries
of origin and transit, both bilaterally and multilaterally.
The Commission is ready to continue and intensify its efforts: concrete proposals could be presented to the Council in the coming months aiming at a reinforcement of FRONTEX capacity, the creation of a European system for border surveillance or the coordination of maritime border control. The Council and the Commission, together, could start reflecting on these or other possible actions to develop further our European activities in the field of immigration.
I have set up a special group in the Commission, chaired by Vice-President Frattini and bringing together other Commissioners with relevant responsibilities in several policy areas. In this way we will ensure that a coherent and effective approach is taken at all times.
Also, it is of the utmost importance that all Member States of the Union work together in a spirit of solidarity, not least to assist those southern Member States most affected by illegal migration from Africa. Current joint efforts to help Spain, Italy and Malta constitute a concrete example of this European solidarity. These efforts, in particular for Spain, must be increased and intensified.
The comprehensive approach we need requires attention to both legal and illegal immigration and more cooperation among Member States in both areas is needed if we want to succeed. This entails active solidarity in the form of financial support and the deployment of people and equipment to our most relevant borders. Legislation is sometimes needed as well to create a set of common rules. The decision making processes in this field are however not always very efficient. That is why I urge you to
thoroughly consider this matter when reflecting on the changes proposed by the Commission to be discussed during the Finnish Presidency.
I am confident that together, the Commission and the Member States, by joining efforts and providing concrete results, will be able to further strengthen the European response to the challenges ahead of us in this policy area.
We will have the opportunity to discuss these issues in Lahti, and I count on your personal support to enhance the effectiveness of our action in this challenging policy area.

Je souhaiterais, par la présente, attirer votre attention sur ce problème urgent et dramatique que constitue l'immigration clandestine et qui appelle, à mon sens, une réaction immédiate et forte de l'ensemble de l'Union européenne.
L'arrivée massive d'immigrants clandestins dans l'Union européenne, essentiellement par les côtes espagnoles, italiennes et maltaises, est un problème de dimension européenne, qu'il convient de traiter dans le cadre d'un effort à l'échelle européenne. Ce que vivent aujourd'hui ces États membres, d'autres pourraient le vivre demain. L'immigration clandestine nous concerne tous.
La Commission joue un rôle primordial de coordination des actions déployées dans ce domaine. Elle a arrêté des mesures importantes, par lesquelles elle s'est dotée d'un programme ambitieux. Ce programme prévoit notamment la mise en œuvre, en partenariat avec les pays d'Afrique et du pourtour méditerranéen, d'actions prioritaires en matière d'immigration légale et clandestine et d'intégration. Cette année a aussi vu le déploiement d'actions concrètes, tant bilatérales que multilatérales, et
notamment la mise en œuvre d'opérations conjointes en Méditerranée sous coordination de l'Agence des frontières extérieures (FRONTEX) et la conduite d'un dialogue avec les principaux pays africains d'origine et de transit.
La Commission est disposée à poursuivre et à intensifier ses efforts. Dans les mois à venir, elle pourrait ainsi soumettre au Conseil des propositions concrètes visant à un renforcement des capacités de FRONTEX, à la création d'un système européen de surveillance frontalière ou à la coordination des contrôles aux frontières maritimes. Le Conseil et la Commission pourraient entreprendre de réfléchir conjointement à ces mesures, ou à d'autres mesures qui permettraient de renforcer encore l'action
de l'Union européenne dans le domaine de l'immigration.
J'ai constitué, à la Commission, un groupe spécial présidé par le vice-président Frattini et rassemblant d'autres commissaires ayant des responsabilités dans plusieurs domaines politiques concernés. Nous pourrons ainsi veiller à ce qu'une approche cohérente et efficace soit suivie en permanence.
Il est également de la plus haute importance que l'ensemble des États membres de l'Union coopèrent dans un esprit de solidarité, en particulier pour aider les États membres méridionaux les plus touchés par l'immigration clandestine en provenance d'Afrique. Les efforts conjoints actuellement déployés pour aider l'Espagne, l'Italie et Malte constituent un exemple concret de cette solidarité européenne. Il convient de les accroître et de les intensifier, notamment en ce qui concerne
l'Espagne.
L'approche globale dont nous avons besoin doit s'intéresser à l'immigration tant légale que clandestine, et si nous voulons que nos efforts soient couronnés de succès, il est nécessaire que les États membres renforcent leur coopération dans ces deux domaines. Cela suppose une solidarité active, qui passe par une aide financière et le déploiement de ressources humaines et matérielles sur nos frontières les plus concernées. Il peut également être nécessaire de légiférer afin de créer un ensemble
de règles communes. Les processus décisionnels dans ce domaine ne sont cependant pas toujours très efficaces. C'est pourquoi je vous demande instamment de bien réfléchir à cette question, en examinant les modifications qui ont été proposées par la Commission et doivent être discutées sous Présidence finlandaise.
Je suis certain que, par des efforts conjoints et des résultats concrets, la Commission et les États membres pourront, ensemble, renforcer davantage la capacité européenne à relever les défis qui nous attendent dans ce domaine.
Nous aurons l'occasion de discuter de ces questions à Lahti, et je compte sur votre soutien personnel pour accroître l'efficacité de notre action dans ce difficile domaine.
