
Sommaire: EU Speaking Points - UN Mandate Review (New York, 19 June 2006)
General Assembly, Eleventh Informal Plenary Meeting on Mandate Review; Statement by Ambassador Gerhard Pfanzelter, Permanent Representative of Austria at the United Nations, on behalf of the European Union.
Mr. Chairman,
I have the honour to speak on behalf of the European Union. The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina and Serbia, and the EFTA country Norway, member of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
Since we have had the opportunity to extensively state proposals and principles at the tenth informal meeting last week, I will limit myself to a few short remarks today.
Mr. Chairman,
The EU has expressed support for the programme of work of the Co-Chairs proposed in their letter of 12 June 2006. We see it as a pragmatic way to overcome the deadlock over the question of scope, which has affected our work in this process for too long. While we acknowledge that the issue of scope will have to be addressed and have made our views known, we see this moment as a crucial juncture to make progress and collect practical experience with Mandate Review. We bear in mind that we will
have to answer to our Heads of State and Government on the progress achieved.
The EU is now actively working towards identifying concrete proposals for results in the short, medium and long term among the Mandates of the General Assembly adopted more than five years before the UN-Summit of 2005 and not reaffirmed in the meantime. In this respect, we reiterate that politically sensitive mandates should be approached with appropriate sensitivity and dealt with at the most appropriate time, further along in our deliberations. While we are doing our homework, we are looking
forward to hearing concrete proposals from our partners who may already have focused their own efforts more intensely on the non-renewed mandates.
At the same time, we encourage the Co-Chairs to request from the Secretariat that it clarifies which of the proposals in the compilation paper and the additional papers refer to non-renewed mandates, in order to facilitate and expedite our work.
Mr. Chairman,
The EU will continue to actively contribute to Mandate Review by examining the Secretariat's and other delegations' suggestions. This is the time for all of us, under the able guidance of the Co-chairs, to redouble in our efforts to foster consensus. We look forward to continuing work together with our partners on all aspects of this essential piece of UN-Reform, aiming at reaching consensus in the next weeks.
*Croatia and the former Yugoslav Republic of Macedonia continue to be part of the Stabilisation and Association Process.
