EU Election Observation Mission deployed for DRC

The European Commission has deployed an EU Election Observation Mission (EOM), led by General Philippe Morillon, Member of the European Parliament, to assess the conduct of the constitutional referendum in Democratic Republic of Congo, scheduled to take place on 18 December 2005.

General Morillon and a core team of 9 election experts has just arrived in Kinshasa, and will shortly be joined by 24 long-term observers, who will be deployed throughout the country to follow the campaign period and pre-referendum preparations. The constitutional referendum is the first stage in an electoral cycle that will be followed by presidential, parliamentary and provincial elections in 2006. The EOM is a further contribution by the European Commission to supporting peace and democracy in the Democratic Republic of Congo. In addition to committing up to €1.8 million costs for the EU EOM from the European Initiative for Democracy and Human Rights (EIDHR), a contribution of €149 million has been provided by the European Commission from the 9th European Development Fund (EDF) in support of the electoral cycle now coming underway.
