
Sommaire: February 9, 2004: EU-Colombia: President visits Commission; new programme for internally displaced people launched (Brussels)
The President of Colombia, Alvaro Uribe, will attend a working breakfast with President Romano Prodi and Commissioners Chris Patten and Pascal Lamy, on Tuesday 10 February at 8:00 in Brussels. President Uribe will also meet with Commissioner Franz Fischler in Strasbourg later that day. The Commission will reiterate the solidarity of the EU with the Colombian people who have suffered decades of internal conflict, as well as the EU's support to the government
in its efforts to establish the rule of law throughout the country. The visit coincides with the launching of a new programme to support the integration process and improvement of living conditions of internally displaced people in Colombia, with a total budget of € 9.2 million.
The visit will serve to stress that the EU delivers on its commitments towards Colombia through its political support, generous trade regime, and sizeable financial assistance. The follow-up to the commitments made by the international community and the Colombian Government at the London Conference of 10 July 2003 will feature highly in the discussions. President Uribe's visit follows that of Commissioner Patten to Colombia, on 21-22 January.
New programme for displaced people launched - € 9.2 million
Matching words with action, the Commission is launching a new programme for the physical and socio-economic rehabilitation and reintegration of Colombian internally displaced people (IDPs, including demobilised soldiers) into normal life, thus mitigating the impact of the internal conflict. This € 9.2 million programme will run during 2004 and 2005 and will be funding specific projects coming out of calls for proposals. The objectives are the return, resettlement and socio-economic integration
of IDPs in the regions/departments of intervention and to strengthen the local institutional capacity through community based and other actions covering various aspects (economic recovery, health, education, psychological help, respect for human rights and rule of law, integration of gender dimension) both in favour of the IDPs and the host populations.
The projects will be implemented by EU and local NGOs with the support of the Colombian government represented by the Red the Solidaridad Nacional. The main areas of work will be:
