"Violence against women has serious negative economic and social effects, in the developed and developing world alike. It is a scourge on our society at all levels, from local to global. It manifests itself in the form of domestic violence, and also in conflict, where we see the use of sexual violence as a weapon of war and repression. It is disappointing that the UN General Assembly has been unable to agree a resolution condemning all forms of gender-based violence. The elimination of
violence against women must be a political priority at the highest level. We must ensure that the victims of this crime, which is so often suffered in silence, are given a voice."
