Commission adopts framework for co-operation with Indonesia

The Commission has adopted the Country Strategy Paper for Indonesia which sets out a five year strategy for its financial assistance to Indonesia. At the same time, it announced that over the next five years, 2002-2006, an indicative sum of €216 millions have been earmarked to finance this strategy for Indonesia.
The Strategy provides the framework to focus and target all European Community assistance. The overarching objective of EC/Indonesia co-operation is to encourage the consolidation of democracy and good governance in Indonesia through EC support to its sustainable economic, social and environmental development. Two assistance priorities have been set to implement this strategy.
- good governance, including democratization, economic liberalization, enhancing the rule of law and public administration, with a particular accent on provision of basic health and education services to the poor to enhance poverty reduction. Example: The Commission is a lead donor (€13,3 million) in the "Partnership for Governance Reform in Indonesia" which involves diverse actors from Indonesian civil society and is managed by the UNDP.
- the preservation and sustainable management of natural resources (forests, water, communities and environment) in rural areas. Examples: Commission assistance focuses on better management and governance of the environment - the Illegal Logging Response Centre (€2m), the South Sumatra Forest Fire Prevention and Control Project (€4,7m), and the Forest Inventory and Monitoring Project (€9m).
The good governance and the natural resources/forestry/water sectors are interconnected through policy issues such as land rights, and the respect of the human rights of the poor and local communities in rural areas.
Re-establishing economic growth is a pre-condition to enhancing Indonesia's self-sustaining and self-financing poverty reduction in the long term, and to reinforcing the consolidation of democratization and civil society. Therefore,
economic co-operation and trade-related technical assistance will also be promoted.
The EC strategy for 2002-2006 takes into account the lessons learnt from past EC/Indonesia co-operation to reinforce Indonesia's progress since 1999 towards democracy with long term development assistance focusing on good governance, economic liberalization, natural resources management and poverty reduction.

Country Strategy Papers were introduced in 2001 as part of a wider programme of Commission reforms in the field of External Assistance. Their purpose is to improve the coherence of the policy towards third countries, particularly, to ensure a match between political priorities and spending on development assistance. CSPs are developed in collaboration with national governments, Member States, other donors, and where possible, with representatives of civil society.
