EU Council Conclusions on Special report "EU Commission Rehabilitation Aid following the Tsunami and Hurricane Mitch"

Sumario: 13 October 2008, Luxembourg - Council of the European Union, 2896th GENERAL AFFAIRS Council meeting, Conclusions on Court of Auditors Special Report No 6/2008 - "European Commission Rehabilitation Aid following the Tsunami and Hurricane Mitch"

The Council adopted the following conclusions:

"The Council welcomes the adoption by the Court of Auditors of Special Report No 6/2008 - "European Commission Rehabilitation Aid following the Tsunami and Hurricane Mitch". 1 That Report follows an audit conducted by the Court of Auditors in 2006 of the humanitarian response by the Commission to the Tsunami. The Council recalls its conclusions adopted in 2006 in response to that report.2

While the Council regrets the significant delays in the implementation of rehabilitation aid following Hurricane Mitch, it notes with satisfaction the improvement in the Commission response to the Tsunami. This improvement concerns, in particular, the evaluation of needs in conjunction with the beneficiary entities, implementation times, and the usefulness and sustainability of the measures implemented. Progress remains to be made, however, in particular to ensure efficient monitoring of the implementation of aid and to strengthen the links between the humanitarian response, rehabilitation and development.

The Council emphasises the importance of continuing to learn lessons from past experience with a view to further improving Commission action in the area of post-disaster rehabilitation aid.

Against this background, the Council supports the conclusions and recommendations formulated by the Court, commends the readiness of the Commission to implement them and welcomes the measures already taken by the Commission to improve its response to disasters. In particular, the Council invites the Commission to continue to build on its approach adopted after the Tsunami, while improving it in the light of the Court's recommendations, so as to enable the rapid design of rehabilitation projects in conjunction with the beneficiaries in order to enhance ownership and sustainability.

The Council also emphasises that giving consideration to disaster prevention measures, in both the rehabilitation and development aid phases, is essential for the sustainability of the measures implemented. It reiterates its intention to adopt in 2008, on the basis of proposals to be presented by the Commission, an EU strategy to reduce the risk of disasters in developing countries."
