Sumario: 22 September 2008, New York - Javier SOLANA, EU High Representative for the Common Foreign and Security Policy, addressed the Ad Hoc Liaison Committee meeting on assistance to the Palestinian Authority, held on the sidelines of the New York General Assembly ministerial week on Monday, 22 September. The following is an edited summary of his remarks:
"I was in Rammallah recently with Prime Minister Fayyad and what he has accomplished is very important. The performance in the security and fiscal sectors deserves to be commended. Security cooperation between Israel and the Palestinian Authority (PA) in areas like Jenin and Nablus has increased and is bearing fruit.
The EU is continuing and extending its assistance to the Palestinian Civil Police through its operation EUPOL COPPS. Following the Berlin conference, we continue to support the Palestinian Authority and we have also fulfilled all our commitments made at the Paris donors conference. But for the economy to recover and develop, access and movement is essential.
The situation regarding settlement activity must also change. And support for Palestinian economic development and institution-building will not be sustainable unless there is a clear time horizon so that the political process can have a constructive outcome."
