EU Presidency Remarks - United Nations: Meeting of providers of assistance to the implementation of SC resolution 1540 (2004)

Mr. Chairman

The EU is engaged in the effective implementation of resolution 1540 as a vital element of international efforts aimed at addressing one of the most pressing challenges of our time: the proliferation of weapons of mass destruction and their means of delivery.

We are doing so in the framework of the EU´s strategy against the Proliferation of Weapons of Mass Destruction, adopted in December 2003 and believing that regional and multilateral initiatives have an important role to play in support of the implementation of resolution 1540.

As an example of the initiatives undertaken by the EU allow me to recall that in June 2006 the EU adopted an instrument (a "joint action", according to our legal terminology) that allowed the co-financing, together with the ODA, of regional seminars aimed at raising targeted countries' awareness of the requirements of resolution 1540 and at identifying their real needs of assistance.

Mr. Chairman,

The EU supports the intention of the Chair of the 1540 Committee to devote particular attention in the current year to the issue of assistance and looks forward to the identification of further areas of cooperation with the Committee.
