Thank you Mr Chairman!

I have the honour to speak on behalf of the European Union.

The Candidate Countries Turkey and Croatia*, the Countries of the Stabilisation and Association Process and potential candidates Montenegro and Serbia and the EFTA countries Iceland and Liechtenstein, members of the European Economic Area, as well as Ukraine align themselves with this declaration.

The European Union would like to thank the Board of Auditors and the Chairman of the ACABQ for presenting us their financial reports on the United Nations peacekeeping operations for 2005/06.

Mr Chairman.

With regard to the financial situation, the EU is still concerned about the total outstanding assessed contributions for the period 2005/06 in the amount of 1,27 billion USD, including 700 million USD for the acting missions. Although there is a significant improvement compared to 2004/05, the persistent negative impact on cash flows is obvious. It also encourages cross-borrowing between the individual peacekeeping accounts.

Hence, it is of the utmost importance that all Member States pay their contributions in full, on time and without conditions, in order for peacekeeping operations to fully carry out their mandates as decided by the Security Council. The EU will address this subject further in the context of consideration of the financial situation of the UN.

Mr Chairman.

The EU appreciates that the report of the BoA refers to previous recommendations and details on the age of the recommendations. However, we note with concern that 47 of previous Board recommendations have not yet been implemented. We call upon the Secretariat to remedy the situation and implement "ageing" recommendations without delay. Especially against the background of the surge in peacekeeping operations, the BoA recommendations should speedily be implemented. This would improve efficient use of resources and yield savings, without undermining the objectives of the individual operations.

In this context the EU welcomes the initiative of the BoA to highlight progress achieved and to formulate its recommendations in a prioritised manner which facilitates the process of implementation.

The EU notes with deep concern the increasing number of cancellations of prior-year unliquidated obligations as well as issues related to procurement, air operations, vehicle fleet management, regional cooperation, budget and human resources management.

The EU will raise those issues during the upcoming informal sessions.

Not to our surprise, the BoA report deals in a comprehensive and convincing manner with the issues before it. The EU is of good faith that Member States as well as Secretariat will work together to implement the recommendations to make peacekeeping operations more efficient and accountable.
