EU Presidency Explanation of Vote before the vote on PROMOTION OF PEACE AS A VITAL REQUIREMENT FOR THE FULL ENJOYMENT OF HUMAN RIGHTS BY ALL, by the UK Mission to the UN on behalf of the European Union, UN General Assembly, Third Committee, New York

Mr Chairperson,

On behalf of the European Union I have the honour to deliver the following explanation of vote on the draft resolution entitled "the Promotion of Peace as a vital requirement for the full enjoyment of human rights by all".

The countries of Bulgaria, Romania, Turkey, Croatia, Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Serbia and Montenegro, Iceland, Liechtenstein, Ukraine, and the Republic of Moldova align themselves with this statement.

The draft resolution contained in document A/C.3/60/L.49 presumes peace is a pre-requisite for the realisation of human rights. Furthermore, it deals only with the relationship between states, and not with the relationship between the state and its citizens, which is the core mandate of the Third Committee and of the Commission on Human Rights.

While underlining the linkage between peace and the enjoyment of human rights, the European Union believes that a number of the issues raised within this draft resolution are better dealt with in other fora, which have the competence to do so, and which are already dealing with these issues.

Therefore, Mr. Chairperson, the EU cannot support this resolution and will vote against it.
