Addressing the United Nations Security Council's committees charged with combating terrorism last week, the European Union's Counter-Terrorism Coordinator, Gijs de Vries, called on the international community to increase its cooperation in the fight against terrorism. Over the past year, the EU has stepped up its cooperation with the UN. EU and UN teams jointly visited Morocco, Kenya and Albania to identify counter-terrorism assistance programmes; an EU team is visiting Algeria this week.
The EU stands ready to further strengthen its cooperation with the UN. For example, it favors stronger coordination among the UN agencies and committees in the fight against terrorism in respect to the sanctions imposed on individuals and terrorist organisations. The EU also supports the rapid adoption of a new, Comprehensive Convention against terrorism, and the universal ratification of the existing 13 UN Conventions in this field, with particular attention on the risk of weapons of mass
destruction being used for acts of terrorism.
Mr. de Vries warned that while countries have been successful in degrading the capabilities of Al Qaida (http://eu-un.europa.eu/articles/en/article_4818_en.htm), the threat has become more complex and in some ways more challenging. "In countries that have been spared attacks, there is a risk that the public commitment to the fight against terror may weaken...Countries that would allow themselves to become a
weak link in the global chain against terrorism would not endanger only the lives of their own citizens, but the lives of people elsewhere in the world. That is why the international community must not let its focus wane."
