Michael Matthiessen, EU HR Javier Solana's Personal Representative for Human Rights, expressed his concern this morning at the reported detention of Uzbek human rights defender Luftfulla Shamsiddinov in Kazakhstan:
"The reported arrest of Luftfulla Shamsiddinov by the Kazakh Migration Police is a cause for concern. It is especially worrying because Mr Shamsiddinov and his family were granted refugee status by United Nations High Commissioner for Refugees (UNHCR) on 24 June.
The EU is continuing to follow closely the situation of Uzbek refugees in the aftermath of the events in Andijan. Kazakhstan must honour its international obligations to protect refugees in accordance with the relevant UN Conventions, including the UN Convention Against Torture, and with the standards of the Organisation for Security and Cooperation in Europe (OSCE)."
The EU is also continuing to follow the situation of Uzbek refugees in Kyrgyzstan. During Mr Matthiessen's trip to Kyrgyzstan of 27 to 28 June 2005, which included a visit to the refugee camp in Sassyk, he called on the Kyrgyz authorities not to take any further steps vis-à-vis the refugees without the prior agreement of the UNHCR.
