The EU Presidency and European Commission together made a presentation to the UN Security Council's Counter-Terrorism Committee (CTC), which detailed progress on the European arrest warrant, the EU framework decision on combating terrorism, the creation of Eurojust, the introduction of counter-terrorism clauses in EU agreements with third countries, assistance for developing countries and strengthening asylum procedures.

This presentation follows last December's EU report to the CTC on measures taken within its borders to combat terrorism as well as the European Commission's recent report on providing technical assistance for UN Member States needing help to implement all the requirements of Resolution 1373.

* European Commissioner Patten gave a detailed report to the European Parliament on the results of the EU-Mediterranean meeting of 27 Foreign Ministers in Valencia, which included the signing of an EU Association Agreement with Algeria as well as a statement on the Middle East. The EU urgently called for medical and humanitarian organisations to have immediate access to the Palestinian population.

* The European Parliament's Development and Cooperation Committee adopted a report on reinforcing EU-UN relations in development and cooperation policy, which will be voted on by the European Parliament as a whole in May.

* The EU and US issued a joint statement on the importance of working toward the achievement of the ultimate objective of the U.N. Framework Convention on Climate Change of stabilizing greenhouse gas concentrations in the atmosphere. Highlights of Commissioner Wallstrom's visit to Washington also include discussion on the World Summit on Sustainable Development.

During the past few days, issues of further interest include:

* The EU at the UN Security Council welcomed progress towards the final formation of a Provisional Government in Kosovo.

* The EU welcomed the signing of an agreement on Madagascar under the auspices of the OAU and the UN.

* The European Commission is to finance assistance programmes for internally displaced people in Sri Lanka, Burmese refugees and internally-displaced people, as well as for primary school children in Indonesia.

* At the UN Committee on Information, the EU underlined its commitment towards freedom of expression and information.
