EU humanitarian aid for Afghanistan

Sumario: October 18, 2001: Humanitarian Response to the Afghan Crisis (Brussels)

2) EU Member States' Humanitarian Response The Overall response of the international community as it stands now, amounts to over $700 million. It fully covers the main emergency aid fund appeals launched by the international organizations (United Nations, ICRC) if pledges by all are confirmed.

Thus, the first concern of raising sufficient funding in response to the unfolding humanitarian crisis is being addressed. However, there other humanitarian concerns still to be addressed.


3) Main Humanitarian concerns at present
  1. Accessing people in need: Refugees: still great difficulties for Afghan refugees massing at borders to reach camps outside Afghanistan. Pakistan and Iran are not willing to open wide their borders now as it may create a pull-factor. But in case of mass movements prompted by military actions, Pakistan and Iran seem to be ready to let UNHCR and ICRC provide refugees near their borders with immediate temporary protection and assistance through cross-border operations.

    But the highest priority is to provide assistance inside Afghanistan: the problem of access there is even greater. The zones controlled by Northern Alliance are mostly accessible. But most vulnerable people are still in Taliban zone. There is very little flow of people across the frontline at present. Humanitarian Organizations (UN, ICRC, NGOs) are looking at pragmatic ways to reach accessible 'pockets' in Taliban zones. Remote control operations (with local staff) continue to run in several areas in an effective way (information confirmed by ICRC) but the region bordering the Pakistani border is currently impossible to access.

  2. Respecting neutrality and impartiality of humanitarian assistance. The forum organized by the UN in Geneva on 5 and 6 October with the whole international humanitarian community (implementing agencies and donors) recalled that the political and military objectives should not interfere with those of humanitarian assistance, which are solely to save and preserve civilians' lives. Humanitarian organizations' independence of action should also be respected.

    The Commission/ECHO subscribe fully to this approach and is fully committed to ensure the neutrality and impartiality of its funded-operations. This is not only an expression of the values of European society (humanity, respect, solidarity) but also a question of security for the relief workers on the ground.

    There is an international responsibility, which is shared by the Commission and certainly the EU as a whole alongside the mandate of Mr. Brahimi, UNSG Representative, to ensure that the impact of military actions on civilians is minimized.

  3. Coordinating humanitarian efforts: overall international humanitarian coalition = UN + Red Cross + NGOs with support of donors. European Commission (through ECHO) is playing an active role to support international coordinating mechanisms (UN, donors' Afghan support Group) to harness the efforts of all humanitarian organizations in order to maximize impact and quality of aid.
