The European Union is extremely concerned at the grave crisis in the Middle East. In his statement on behalf of the EU at the UN Security Council, the Spanish Ambassador to the UN Inocencio F. Arias, reiterated that "there is no military solution to this conflict. Peace and security can only be achieved through negotiations". The EU remains particularly convinced that a third party monitoring mechanism would help both parties to pursue their efforts to that end and urge them to consider proposals to accept observers. The EU has also called for the UN Security Council Resolution passed last Saturday, March 30th , to be implemented "fully and immediately". José María Aznar, President-in-Office of the European Council and Spanish Prime Minister, stressed the need to "eliminate terrorist violence" and the importance of Israel understanding that "there is nothing to be gained" by destroying the Palestinian National Authority. In light of the events which were taking place in the Palestinian territories, the European Union had already issued Friday, March 29 a declaration condemning "in the most categorical terms the terrorist attack perpetrated" , urging " for an end to the attack against the Headquarters of the Palestinian Authority in Ramallah" and reiterating "the need for an immediate application of a ceasefire taking only into account the conditions already envisaged in the Tenet Plan and those expressed by the United States special envoy, Mr Zinni, which should be the basis of an agreement without delay between the parties". In this declaration the EU asserts, as well , that "the resolution of the Arab League meeting in Beirut, , is a solid basis in order to progress towards a political perspective for a fair and global peace in the region, and the establishment of normal relations between Israel and the Arab world, safeguarding the security of all countries involved and offering them a future of stability and prosperity". For the first time a President of the EU made a statement at the Arab League meeting in Beirut. In the Declaration of Barcelona of 16 march, the EU already had called on both sides to take immediate and effective action to stop the bloodshed. The EU remains convinced that to find a way out of the present situation it is essential to address the security, political and economic aspects as inseparable and interdependent elements of a single process.
