
Sumario: February 25, 2002: Statement of the European Union at the Security Council Open Debate on Kosovo (New York)
Mr. President,
the EU welcomes the appointment of the new Special Representative of the UN Secretary-General, Mr. Michael Steiner, who will enjoy the full EU support in the discharge of his duties.
The EU reaffirms that rule of law is of paramount importance for the political development of Kosovo and condemns any attempt to undermine it. The EU fully supports UNMIK and the Kosovo Police Service in their fight against all kinds of crime, violence, terrorist acts and extremism and condemns any action intended to hamper the full implementation of justice in Kosovo.
The EU considers that the municipal elections to be held on 21 September will be an important step in the development of stable and democratic institutions in Kosovo. In this sense, the EU calls upon the elected representatives to demonstrate responsibility and leadership so that the provisional institutions of self-government can fully assure the functions set up by the constitutional framework.
The formation of a provisional self-government would also be crucial in order to enlarge the existing cooperation between UNMIK and the authorities in Belgrade to the participation of the provisional institutions of self-government of Kosovo.
The EU welcomes the signing on 14 February of a technical agreement for cooperation and coordination astride the Albanian / FRY (Kosovo) border. The agreement is a step forward towards the prevention of illegal border crossing and the fight against organized crime across the border.
Regarding the demarcation agreement between the Federal Republic of Yugoslavia and the Former Yugoslav Republic of Macedonia, the EU considers that the issue has been satisfactorily dealt with in the statement by the Secretary-General´s Spokesman on 21 February.
