The Council of the European Union adopted a Decision on the launching of the EU military operation in support of the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC) during the election process (Operation EUFOR RD Congo).

Under this Decision, the EU military operation is launched on 12 June 2006. The decision authorises the EU Operation Commander, with immediate effect, to release the activation order in order to execute the deployment of the forces, and start execution of the mission.

On 25 April 2006, the United Nations Security Council adopted Resolution 1671(2006), authorising the temporary deployment of an EU force to support MONUC during the period encompassing the elections in the DR Congo.
