Summary: EU Presidency Declaration on Kyrgyzstan's progress in death penalty abolition (9 January 2006: Brussels)
The European Union welcomes President Bakiyevs decree of December 30, 2005 which extends the moratorium on executions in that country until the total abolition of the death penalty and the President's instruction to the government to prepare draft legislation to this end. The EU stands ready to support Kyrgyzstan in its efforts to implement the abolition of the death penalty and continues to offer its assistance to reform relevant legislation.
The European Union considers that the abolition of the death penalty contributes to the enhancement of human dignity and the progressive development of human rights. It reaffirms its objective of working towards universal abolition of the death penalty, and considers that the unlimited renewal of moratoria on executions until the planned complete abolition of the death penalty is a decisive step towards that aim.
The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
* Croatia and the former Yugoslav Republic of Macedonia continue to be part of the Stabilisation and Association Process.
