EU Presidency Statement - ECOSOC: Science and Technology for Development

The European Union has joined the consensus on the resolution on the Commission on Science and Technology for Development.

In so doing, the European Union wishes to confirm that in taking note of the recommendations contained in OP1 we are not endorsing the selection of these recommendations as a subset of those contained in the report of the Commission for Science and Technology for Development on its eighth session as contained in document E/2005/31.

Moreover, the European Union regrets that two of the recommendations in document E/2005/31 have been deleted. Governments have not been invited to review and implement as appropriate the following two recommendations as they have the others;

• Ensure that foreign direct investment projects, including infrastructure, have a maximum local research and development component and participation in order to facilitate technology transfer and assimilation in developing countries and for the future sustainability of the project.
  
  
• Ensure that, for the implementation of new technologies, a careful risk/benefit analysis of their impact on the specific environmental and socio-economic conditions of a country is a mandatory prerequisite.
