At the 2002 World Summit on Sustainable Development, the EU launched a Water Initiative (EUWI) as a contribution to the achievement of the Millennium Development Goals (MDGs) and Johannesburg Plan of Implementation goals on drinking water and sanitation, within the context of an integrated approach to water resources management (IWRM).

The CSD-13 side event will aim to provide a summary of progress within the EUWI, present concrete examples of achievements, and draw conclusions from the experience. This will provide the basis for an exchange of views on the further development and implementation of the EUWI to meet the expectations raised at the inception of the Initiative and on how the EUWI can best contribute to achieving the MDGs and JPOI goals.

BACKGROUND



Since its launching in 2002, the EU Water Initiative has made progress, and successes can now be reported, but much still remains to be done. Over the first years of the EUWI, a great deal of attention was paid to setting in place solid mechanisms that will ensure delivery.

Progress has been made under the two 'Strategic Partnerships' established in Johannesburg (EU and Africa and EU and Eastern Europe, Caucasus and Central Asia (EECCA)). Since WSSD, an additional regional initiative has been developed for the Mediterranean and steps towards the set-up of a Latin American component have been taken.

In addition to these regional components, the EU Water Initiative includes working groups on finance as well as on the research contribution to addressing problems of water management and on monitoring and reporting.

The EUWI brings together many key water actors from the development, environment and research communities, at government, NGO or operator levels, both in Europe and in partner countries, in an open, transparent and inclusive multi-stakeholder process to reinforce political commitment, promote better water governance, improve co-ordination and co-operation, encourage regional and sub-regional co-operation, and catalyse additional funding.

In 2004, the EU established the ACP-EU Water Facility worth up to €500 million as a response to the need to catalyse additional funding for water and sanitation in African, Caribbean and Pacific countries. Allocations have also been made for future water-related activities in other regions.
