The President of the European Commission José Manuel Barroso has sent the following message to Iraq's new Prime Minister, Ibrahim al-Jafaari:
"On behalf of the European Commission and on my own, I would like to extend my warmest congratulations to you on your nomination as Prime Minister of the Republic of Iraq.
I wish you great success in tackling the challenges that lie ahead of you, and would like to emphasise that the European Commission will continue to be a partner and supporter of the development of a secure, stable and democratic Iraq.
In view of the various tasks that lie ahead for the Iraqi transitional government, I am happy to assure you that the European Commission stands ready to provide assistance in these tasks, including support to take the political and constitutional process forward.
I am looking forward to working hand in hand with you and your government.
Please accept, dear Prime Minister, the assurance of my highest consideration."
Background
The European Commission is committed to supporting the Iraqi Interim Government and the Iraqi people in their path towards stability and peace. This commitment has been demonstrated through financial support worth €320 million in 2003-4. The Commission has proposed an additional financial package of €200 million for 2005, for the reconstruction of Iraq. Proposals include €130 million to restore and strengthen health and education front line services, public administration and the creation of
jobs, €15 million to be invested in bilateral technical assistance in the essential areas of energy and trade and €10 million to support the political process including the drafting of the constitution, democratisation and civil society. These proposals ensure that the European Commission will be a significant partner for the new Iraqi administration.
