Javier Solana, European Union High Representative for the Common Foreign and Security Policy (CFSP), has welcomed today's entry into force of the Kyoto protocol as a concrete example of effective multilateralism.
"I very much welcome the entry into force today of the Kyoto protocol. Climate change is a threat not only to our environment, but also to our security. The international community has recognised this threat and is implementing a global strategy to counter it. Kyoto represents a concrete example of effective multilateralism in action."
It is recalled that the European Security Strategy (ESS), endorsed by the European Council in December 2003, identified global warming as one of the global challenges to the security environment in the coming decades. The ESS promotes an international order based on effective multilateralism.
