In view of the upcoming presidential elections in Ukraine, MEPs urged the Ukrainian authorities to put an end to the violations of democratic procedures. In a resolution adopted by a clear majority, they expressed their concern over the numerous cases where the public administration is involved in favour of the incumbent president against his main challenger, over obstacles to free campaigning in several constituencies, the use of radio and television and other public resources by the government in favour of the incumbent president and the terrorism investigation launched by the secret service against the pro-opposition group Pora.

MEPs warned that the observance of international democratic rules during the electoral process are of the greatest importance for the further development of relations between Ukraine and the EU. They called upon the Council and the Commission to do everything possible to ensure that all necessary conditions for holding free and fair elections in Ukraine are met. They stressed the need to seriously re-examine the bilateral relationship in the event of the election being tainted by significant fraud. Finally, MEPs pledged their support to the Ukrainian people's efforts to establish a fully functioning democracy, the rule of law and respect for human rights in Ukraine.

The presidential elections will take place on 31 October 2004, with a possible second round on 21 November 2004.
