
Summary: June 16, 2004: Declaration by the Presidency on behalf on the European Union concerning progress in Tajikistan towards a moratorium on the death penalty (Brussels)
The European Union welcomes the political decision to introduce a moratorium on the death penalty, which President Rakhmonov has taken and announced in his annual message to Parliament on 30 April 2004. The European Union further welcomes the passing, on 2 June 2004, of a moratorium on the death penalty by Tajikistan's lower house of parliament (Majilisi Namoyandagon) and looks forward to its early approval by the upper house of parliament (Majlisi Oli) and signing into law by the
President.
The European Union considers that the abolition of the death penalty contributes to the enhancement of human dignity and the progressive development of human rights. It reaffirms its objective of working towards universal abolition of the death penalty, and considers that the introduction of moratoria on executions is an important step towards that aim.
The European Union considers that the decision by the Majilisi Namoyandagon represents an important advance in the promotion of human rights in Tajikistan. The EU also encourages the Government of Tajikistan to continue its valuable cooperation with the OSCE in the democratic development of its country.
The Candidate Countries Bulgaria, Romania and Turkey, the Countries of the Stabilisation and Association Process and potential candidates Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, align themselves with this declaration.
