
Summary: June 4, 2004: Declaration by the Presidency on behalf of the European Union to welcome the signing in Naivasha of the last three protocols leading to a framework peace agreement on Sudan (Brussels)
The European Union welcomes the signing of the three protocols by the Government of Sudan and the Sudan People's Liberation Movement which took place in Naivasha, Kenya on 27 May 2004.
This represents a significant step towards a lasting peace in southern Sudan and both parties are to be congratulated on their commitment to the peace process in Naivasha. The dedication of the IGAD facilitators, in particular the chief mediator Gen. Lazaro Sumbeiyo, and Kenya as hosts to the peace talks for the past two years has played a significant role in this achievement.
The European Union urges both parties to sustain this momentum towards peace and to begin immediately a discussion on a comprehensive peace agreement for Sudan. The EU stands ready to assist in the development and implementation of a just and peaceful future for all of Sudan.
The EU reiterates its concern at the humanitarian crisis unfolding in Darfur and calls on the Government of Sudan and all parties to show a similar commitment to bring peace and stability to that region.
The Candidate Countries Bulgaria, Romania and Turkey, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, align themselves with this declaration.
