
Summary: December 2, 2003: EU supports historic energy agreement between Israel and Palestinian Authority (Brussels)
An historic agreement on energy co-operation has been signed today in Rome between Israel, represented by the Minister of National Infrastructure Joseph Paritzky, and the Palestinian Authority, represented by Azzam Shawwa, Minister of Energy and Natural Resources, under the auspices of the European Union (EU), in presence of Italian Deputy-Prime Minister Gianfranco Fini and European Commission Vice-President Loyola de Palacio. This new framework aims at creating the concrete basis for an
energy dialogue between Israel and Palestinian Authority by identifying and promote interconnection projects of common interest to be integrated in the Euro-Mediterranean Energy Partnership.
Several concrete measures were agreed: building of a joint electric generation plant, development of an electric interconnection between Gaza and Netivot, a gas interconnection between Ashkelon and Gaza, definition of a joint framework for bilateral and regional exchange and trade in electricity, development of the co-operation on renewable energy and setting-up of a common platform for the follow-up of the israeli-palestinian energy co-operation.
Launched in Athens by May 2003, this renewed dialogue was conducted by a tripartite technical group Israel-Palestinian Authority-European Commission, which met several times in Athens, Jerusalem and Rome between June and September, with the participation of the EU Presidency. «As for European countries after the World War II, the energy dialogue must contribute to reconciliation and co-operation, in order to overcome the oppositions and conflicts, and take commitments for more
interdependence and solidarity" declared Loyola de Palacio, vice-president in charge of Energy and Transport. "In this respect, the joint declaration between Israel and Palestinian Authority is significant and represents for all parties a real message of hope" she added.

ANNEXE
Coopération énergétique Israël - Autorité palestinienne
Depuis la conférence d'Athènes, un groupe technique trilatéral Israël - Autorité palestinienne Commission s'est réuni:
- le 13 juin à Jérusalem;
- le 22 juillet à Bruxelles;
- le 14 août à Jérusalem;
- le 15 septembre à Rome.
Lors d'une réunion ministérielle qui s'est tenue à Bruxelles le 23 juillet avec la participation du ministre italien de l'énergie M. Marzano, un programme de coopération dans le secteur de l'énergie a été adopté. Il couvre:
