EUHR Solana conveys sadness over the loss of an EUPM officer

Javier Solana, EU High Representative for Common Foreign and Security Policy, sent messages of sympathy to Italian Foreign Minister Frattini and to the Head of the EU Police Mission in Bosnia and Herzegovina (EUPM), Sven Frederiksen, following the death of an Italian member of EUPM yesterday in a traffic accident between Foca and Sarajevo. The officer is the first operational casualty in a mission in the framework of the European security and defence policy.

In a message to Italian Foreign Minister Frattini, High Representative Solana conveyed his heartfelt condolences on the tragic and untimely death of the Italian policeman, who had brought his considerable experience to benefit the State Border Service in Bosnia and Herzegovina. "This tragic accident has robbed a family of a husband and father, the Bosnian police of a mentor and guide and the European Union Police Mission of a respected and popular officer."

HR Solana also extended his condolences to the Head of Mission and the staff of EUPM. "It is with profound sadness that I heard of your loss. We follow the mission's progress closely here in Brussels and I would like you to know that your untiring efforts, often in difficult circumstances, are never far from my thoughts."


The European Union Police Mission (EUPM) in Bosnia and Herzegovina was launched on 1 January 2003. It followed on from the UN's International Police Task Force. The mission is part of a broad approach by the EU and other actors with activities addressing the whole range of Rule of Law aspects.

In line with the general objectives of the Paris/Dayton Agreement, EUPM seeks to establish sustainable policing arrangements under BiH ownership in accordance with best European and international practice. It does so in particular through monitoring, mentoring and inspection activities. Some 500 police officers from more than thirty countries make up the mission.

The establishment of EUPM was endorsed by both the Peace Implementation Council (PIC) Steering Board and the UN Security Council (Resolution 1396). The mission is established for a duration of three years.
