EUHR Solana announces Constitutional Charter in Belgrade

Summary: November 28, 2002: Javier Solana, EU High Representative for the CFSP, announces an agreement on the Constitutional Charter in Belgrade (Brussels)

Javier Solana, High Representative for the EU's Common Foreign and Security Policy, speaking in Belgrade today following talks with Serbia and Montenegro political leaders, made the following statement:

"Today, an overall agreement was reached between President Kostunica, Prime Minister-elect Djukanovic and Prime Minister Djindjic on the new Constitutional Charter for Serbia and Montenegro.

I am very pleased with the consensus reached after long - and sometimes difficult - talks. Today has been a good day and I want to thank the leaders for the constructive approach shown in overcoming the final hurdles in these complex constitutional negotiations.

The President of the Constitutional Commission and President of the Federal Parliament, Dragomir Micunovic, is ready to convene the Constitutional Commission on Tuesday in order to formalize the agreement.

This agreement will pave the way for the Stabilisation and Association Process, which will bring Serbia and Montenegro closer to the European Union."
